Afvalzorg, together with ATKB and Wageningen University & Research (WUR), is investigating substances in the groundwater around former landfill sites in South Holland that have not previously been examined. The study is being carried out on behalf of the Environmental Service West-Holland, representing the Province of South Holland, and in collaboration with four other environmental agencies in the province. It focuses on older landfill sites from the period before strict environmental protection requirements were established in the 1990s through the Dutch Environmental Management Act (Wet Milieubeheer) and the Landfill Decree (Stortbesluit). The research began this month, and the first results are expected in early 2027. 

Better Understanding of Emerging Substances 

The study was prompted by the discovery in 2023 of several substances in the groundwater at a closed landfill site in South Holland that had not previously been included in monitoring programs. Among these were several so-called Substances of Very High Concern. Landfill sites that were closed before 1997 were typically monitored for a more limited range of substances than is common today. Based on current knowledge, it has become clear that broader investigations are needed to gain a better understanding of the potential migration of these substances through groundwater. This will help identify and address any risks to the environment and surrounding communities at an early stage. 

Government, Science, and Industry Working Together 

The research project, initiated by the five South Holland environmental agencies, covers a total of 20 closed landfill sites. Afvalzorg contributes its expertise in landfill monitoring, data analysis, and risk assessment. Environmental consultancy ATKB is responsible for the specialized fieldwork, while WUR conducts the advanced laboratory analyses. Through this collaboration, a comprehensive picture of groundwater quality around former landfill sites can be developed. The findings may support the optimization of supervision, aftercare, and policymaking related to older landfill sites.
